Winter can be one of the most difficult times of year for many people living in our
region. In Western New York, winter usually means snow, ice and freezing temperatures,
which can become a grave concern for some households. Low temperatures make home
heating important during the winter months. But many low-income families do not have
the money for the winter months rising heating costs.


This winter, heating affordability could become more pronounced, as federal
funding was reduced for the Home Energy Assistance Program (HEAP), possibly leaving
some families in Western New York with the dilemma of whether to pay for food or pay
for heating. However, there are alternative programs available to reduce energy use and
stay warm this winter for those who may not get the funding they need through HEAP.


EmPower New York is a program offered by the New York State Energy
Research and Development Authority (NYSERDA) to help low-income families reduce
electricity usage, improve the efficiency of heating systems and increase the comfort of
their homes. The EmPower program is available for free to HEAP-eligible households
that face high energy expenses.


EmPower New York services include the installation of high-efficiency lighting,
the replacement of inefficient refrigerators and freezers with ENERGY STAR qualified
models, heating-system upgrades, insulations, air sealing and health and safety testing to
ensure the home is properly ventilated. The program also provides easy tips to
homeowners on how to save energy.


Funding for EmPower New York is limited and services are targeted to
customers based on energy usage. Participants in the program must be an electric or gas
customer of New York State Electric and Gas or National Grid. Applicants can apply for
the EmPower program through the NYSERDA website at www.nyserda.ny.gov or
through Honeywell International at 1-800-263-0960.


With the worst of winter yet to come, it is important that Western New Yorkers
have warm homes. With heating costs rising, it is vital that all families have the means to
